The offender must request transfer of supervision from his Bureau of Prisons Case manager.
When the request is made by the case manager, the U.S. Probation Office will conduct an
investigation to determine whether the offender can reside in the district and will report its
findings to the Bureau of Prisons.

Individuals on supervision are required by the Court to abide by certain rules. These rules are called the conditions of supervision. They are basically the same whether the person is on probation, parole, military parole, mandatory release, or supervised release.

You are required to report to your assigned U.S. Probation Officer within 72 hours of
release, which includes weekends and holidays.

The offender must request a transfer from the supervising probation officer in the district
where currently supervised. The offender is not to travel to the Eastern District of Texas
until permission is granted by the Eastern District of Texas.

There are two methods you may pursue in order to receive relief from gun right
restrictions. The first is through a Presidential Pardon which will remove any federal
firearms disabilities resulting from the conviction to which the pardon relates. Note,
however that the pardon may impose limitations on your ability to possess firearms. The
second method of relief may be obtained only under 18 U.S.C. § 925(c) and its
accompanying regulations. Application for this relief is filed with the Bureau of Alcohol,
Tobacco, and Firearms (ATF) on forms provided by that agency. It must be established that
the applicant is not likely to act in a manner dangerous to the public safety, and that the
granting of the relief would not be contrary to the public interest. Persons who are denied
relief from the restriction by the ATF may, pursuant to the Firearms Owners Protection Act
(Public Law 99‐308), file a petition with the U.S. District Court for judicial review of the
denial.

You are also advised that should you receive relief from the restrictions by either of the
above-mentioned methods, you could still be restricted by state law. According to Texas
Penal Code § 46.04, any person who has been convicted of a felony or assault under
Section 22.01 punishable as a Class A misdemeanor and involving a member of the
person’s family or household, shall not possess a firearm until after the fifth anniversary
of the person’s release from confinement following conviction of the felony or the
person’s release from supervision under community supervision, parole, or mandatory
supervision, whichever is later. Additionally, you can not possess a firearm other than at
the premises at which you live. Violation of Texas Penal Code § 46.04 is a third degree
felony punishable up to 10 years imprisonment.
Additionally, if there is any doubt about your gun rights being restored, seek legal
counsel, or contact your local Bureau of Alcohol, Tobacco, Firearms, and Explosives
(ATF) office.

Follow the instructions.

If the officer left instructions for you to follow (such as report for an office visit, or to
complete and return some paperwork, etc.), you should do so immediately. Otherwise, you
should immediately contact your officer to advise that you are aware of the attempted visit
and are following up.

You are to contact the probation office during normal business hours to address this issue.

Travel is a privilege and not a right. When there is an outstanding restitution/fine, an
offender must obtain permission from the supervising officer. Travel is monitored closely
and typically will only be granted for verified business/employment, or medical
emergencies, including the death of an immediate family member.

Your conditions of supervision state: The defendant shall not associate with any persons
engage in criminal activity and shall not associate with any person convicted of a felony,
unless granted permission to do so by the probation officer. Prior to moving in with
someone who is a convicted felon, you must inform your officer, without exception. Failure
to do so could result in adverse action being sought against you.

While on supervision, your travel is restricted to the Eastern District of Texas. The Eastern
District comprises the counties of Anderson, Angelina, Bowie, Camp, Cass, Cherokee,
Collin, Cook, Delta, Denton, Fannin, Franklin, Grayson, Gregg, Hardin, Harrison, Henderson,
Hopkins, Houston (county, not Texas), Jasper, Jefferson, Lamar, Liberty, Marion, Morris,
Nacogdoches, Newton, Orange, Panola, Polk, Rains, Red River, Rusk, Sabine, San Augustine,
Shelby, Smith, Titus, Trinity, Tyler, Upshur, Van Zandt, and Wood.

Travel is a privilege and in order to travel you will need to be in compliance with
supervision and do what is asked of you to travel. You will need to contact your officer 5
days prior to the date. You must provide the following information: destination, dates of
requested travel, purpose, whom you will be traveling with, where you will be staying, and
contact information while you are traveling. After your return you will need to
communicate with your officer immediately. Your officer may require you to provide other
information and/or complete other steps before, during and/or after your travel, on a case
by case basis.

Requests to travel anywhere outside of the judicial district must be approved in advance
by your U.S. Probation Officer. Failure to do so may result in a violation of your
supervision. All requests for international/out of country travel must be submitted to your
supervising officer well in advance of the requested travel dates. It is strongly
recommended that such a request be submitted at least 30 days prior to the proposed
travel date, as the sentencing judge has the final authority to approve/deny
international/out of country travel. Hence, a request for such travel should be submitted
as early as possible.

To travel outside of the United States a passport is required. With a passport a convicted
felon can travel outside the country. However, some countries have laws in place that
prohibit felons from visiting; e.g., Japan, Canada, and Australia. To find out if you are able to
visit a country with a felony conviction, please contact the country’s consulate or embassy.
These can generally be found online or if an individual prohibited computer usage, they
can contact the embassy of the country through written correspondence.

Federal convictions cannot be expunged. However, you may apply for a Presidential Pardon. Any person convicted of a felony in Federal court is eligible to file a petition for a Presidential Pardon under the following circumstances, although some exceptions may apply:

• The individual is no longer serving the sentence and is not under parole, probation, or supervised release;
• Five years have passed since release from confinement or if confinement was not imposed, five years from the date of conviction; and
• A waiting period of seven years is required for more serious offenses, including violations of narcotic laws, income tax laws, perjury, violation of public trust involving dishonesty, violent crimes, gun control laws, fraud involving substantial sums of money, violations involving organized crime, and other crimes of a serious nature.

Supervision in the federal system is:

• A core responsibility of U.S. probation and pretrial services officers, along with investigation.
• A way to monitor the activities and behavior of people released to the community by the federal courts or paroling authorities.
• An opportunity to help offenders reintegrate into the community following a period of incarceration.
• In the case of probation, a punishment that is less severe than imprisonment, but still holds people accountable for breaking the law.

An individual convicted of a felony offense is prohibited from possessing a firearm under 18 U.S.C. § 922(g)(1), but is not prohibited from hunting consistent with state regulations.

Provided that they are not subject to probation/supervised release conditions prohibiting the possession of a dangerous weapon, felons may hunt with bows and/or black powder rifles.
